I am having major issues with my computer

Hello,


I have a Dell Latitude d531. I can't do anything with my computer. I need to know how to set my computer back to factory settings. Do a complete sweep of my computer. I can't even do a normal restore. Is there anyway of going around the normal way. I can't access the internet or go into any programs. Please help me. I got this computer from my college and it is my responsible for the maintenance on my computer myself. I don't have administrative options so I need to do it from student log on. I can't get into my college courses, can't do a virus scan, can't run a cd for any programs. I am lost. What do I do?
