Check on your linux box for /etc/hosts.allow and make sure your intranet address is there (192.168.1 or whatever your lan IP is) Then check your /etc/inetd.conf and make sure that there is not a # in front of your telnetd line and that the telnet daemon is running.
Then download a free program called PuTTY. It is a free SSH, Telnet, rlogin, and raw TCP client for Windows systems. There is a good tutorial on setting it up on Windows XP at: http://www.cyberciti.biz/faq/access-linux-from-windows-xp-system/
I hope this helps.
CJ.
