Windows config/system 32 files corrupt , miss

Hello,

Is there anything you can do for a computer that won't boot to OS (windows XP) , won't boot into Safe Mode, won't use Last known good config ,says windows/system 32/ files are missing or corrupt, and there was never a set of recovery disks made. I'm pretty sure there is probably nothing that can be done short of buying a new OS and starting over, but any help would be great . Thank You.
