Error loading ystem operation

I was loading windows xp on a new hard drive on a dell e1505. As it was formatting (about 12% complete).The loading stopped and when I restarted, a message comes up now saying ERROR LOADING OPERATING SYSTEM. Can't get it to do anything now. Please help.pleae help?

clean the cd and lens also

then restart installation process
