Hello,my computer keeps saying start up repair but nothing happens,then i must restart and same thing over again i need help

Configuration: Windows Vista Internet Explorer 7.0

When i turn the power on it goes rihght to that screen,i tried to go in to safe mode and the same thing happens. i cant do anything because it goes right to that screen.
