Unable to open folders in the control panel

Hello,
I am unable to open folders in the drives also in the control panel(except few folders line folder option, fonds etc). I am getting a prompt " windows cannot access the specified device path or file. you may not have the appropriate permission to access the items". I didn't change any sttings. please help

Configuration: Windows XP Internet Explorer 8.0

Dear Shanks,

This is possibly because of the fact that you are logged in as

a user and you don't have enough privilege to access to it.

Please log in as administrator first.

Dear Louis,
Thanks for your prompt reply. Actualy the problem still presists. I tried to restore my sttings to the previously known settings. But still access to certain files as administrator also failed. do i need to format my computer to restore my original settings or any other way out?
