Public IPSEC/L2TP VPN unable to establish on

Hello,
Public IPSEC/L2TP VPN unable to establish on windows vista(internet browsing is work fine)on Ev-do USB terminal but successful on Ev-do ROuter terminal with ethernet interface and on windows Xp internet browsing and the Public IPSEC/L2TP VPN both are working fine with Ev-do USB terminal and Ev-do Router terminal .
can any body give me the reason why Public IPSEC/L2TP VPN is unsucessful on USB ev-do modem.

Configuration: Windows XP Internet Explorer 8.0
