Desktop computer wont come up

Hello,
When I turn on my computer, all it does is whining noise and then stop. It does this over and over and never come up and never shut off. I have to unplug it to cut it off. What do you think could be the problem(s).

There are many things that can go wrong. I would get a knowledgeable friend to check it out or take it to a computer repair shop. There is just no way to tell what the problem is from the limited information you have given. Sorry
