Missing registry file

Hello,
I have a Windows XP Home OS. I got a virus or something the other day. Since I have cleaned up problems that the security(McAfee) found. I noticed that I am unable to use the taskmgr pgm. When I looked online many suggestions were to enter the registry and change the "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System" file. I went to the registry and the file is no longer there. Can it be recreated or fixed so I can use the taskmgr pgm?

Configuration: Sony Clone/ Windows XP Home/ Internet Explorer 7.0

You can go to control panel and do a system restore to an earlier date
