No icons/taskbar/start menu

Hello,
Ok, my desktop icons are missing along with the start menu/taskbar. I'm doing everything through the Task Manager like surfing the web and whatnot. but I really want my icons and stuff back. (lol) I read online about deleted or corrupted 'explorer.exe' file or whatever. So I opened the Task Manager, clicked the Processes tab, and didn't see the file. ***i did see an 'iexplorer.exe' file though.*** So then I clicked File, and New Task (Run...). When the new window came up, I typed in explorer.exe, and an error window popped up saying: "Windows can not access the specified device, path or file. You may not have the appropiate permissions to access them." No one else seems to have this problem. So, what do i do to get my desktop and start menu back? ***by the way, my computer is operating in safe mode.*** please help.
