External hard drive doesn't boot up

Hello,
When booting up my external hard drive doesn't show up in the computer menu,
as the computer is booting up and going into regular mode the bus lights go off and the screen ju
just shows Windows but doesn't engage to desktop. I did get to start up in safe mode , bus light
stayed on and no external hard drive in computer menu???

Configuration: Windows XP Internet Explorer 7.0

did you mean boot by external drive usb?

or using another hard disk in the CPU as slave or cs?
