Error 19 matshita dvd+-rw uj-857g ata device

I have an XPS M1330 Vista 32 bit dell laptop that came with a Matshita DVD+-RW UJ-857G ATA Device and for some reason the computer is not even recognizing the dvd drive. The error says the following:Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19).

I even purchased the driver detective and nothing. I am currently out of the country and don't have access to my dell cd drivers disk that came with my computer.....any help will be greatly appreciated. Please e-mail me.
