ICONS, START MENU,TOOL BAR GONE

Hello,
I have no start menu, toolbar, icons nothing just wallpaper. I have no idea how to get them back. i have tried rebooting but it does not work can anyone help me

Configuration: Windows XP Internet Explorer 8.0
