Bootable cd

Hello,
how create window xp bootable from widow setup. i make a window xp cd ,but make a no bootable cd . i ask this problam to my friend he tell me first create window startup menu on floppy disk and open nero express.clik to create bootable cd . add window setup and other file and next loacal boot to floppy and burn. but why startup menu on floppy disk. plz help me plz replay

what it does is thake the bootable flobby files from the floppy you have created and converts the cd to a bootable one.
