Sound isn't working on headphones

My headphone jack just isn't working. I plug it in, and no sound comes out! The speakers work fine, but no sound can be heard with headphones. I've noticed that some sounds work, such as when I close tabs, or when an error message pops up. But I can't hear any videos from Youtube or other Internet sites. I have Windows Vista on a Toshiba computer. I've tried to fix the problem by going to Control Panel, clicking Sound, and trying to test the speakers. It works when I do that, but no sound can be heard on the Internet. Please help!
