Can not access run or regedit from admin

Hello,
Can anyone help me please? I can't access run or regegit. Keeps saying disabled by admin. Had a look at your forum but I don't understand a word of it. Please can anyone explain in plain english how to regain access to my registry, provide me an attachment code and full instructions what do with it? I am trying to system restore to solve a boot up problem. Can access admin account from safe mode, but still can not access run or regegit. This is driving me insane!!

Configuration: Windows XP
Firefox 3.0.13
