Acer Modem Help

Hello,
Getting message "The dependency service or group failed to start." in the internet connection status icon. Cannot connect to the internet. In network connections even if it shows that my network cable is plugged in I still cannot connect. No wireless connections even register. Any thoughts?

Configuration: Windows XP Internet Explorer 8.0
