Toshiba Laptop won't go past Toshiba screen

Hello,
This morning I took my Toshiba Laptop which was not plugged into the charger all night and tried to start it up.
I plugged it in and the charging light indicated that the battery was charging.

It started but froze on the first screen which was the Toshiba welcome screen.
Also, the loading button that looks like a bowl or short cylinder or something stays on completely which never happened before on startup.

I tried numerious attempts to restart it and get it to work how it is supposed to. I even tried going into safe mode but the keyboard and mouse didn't seem to work.

Looking at other forum posts I took the battery out and held the power button for 30 seconds then put the battery back in and the laptop still freezes at the welcome screen with the light completely on.

So after a while that the computer is off and charging, I noticed it has been taking a long time to charge completely which it hasn't yet.

This is a day after I used my laptop with a plug in USB laptop fan cooler.

So I have no idea what is wrong with my laptop can you please help me? Thankyou!

Hi there,

remove the battery

after 5 minutes

put the battery

start it without plugging it from charger

After starting plug it to the charger
