IP conflict with other system on network

Hello,
my xp based pc is connected to modem. and others pcs are also connected with same modem. my questions are

1> when modem is reboot at that time, windows gives error message that "ip address is conflict with other system on network". give me the solution except manually setting the ip address in all pc's which are on the network.

2> how can i see that the other systems are connected to the modem at particular time or not?

3> when my pc is connected with modem at that time,, i can ping with modem(obviously) ping 192.168.1.1
but i can not ping the other pcs' on the network. so we cant share files to one another.

4> in the network, one pc is connected with printer then how to use that printer through same network?

Hi there,

well you need to install a printserver

and connect to the printer and assign it with an ip manually

allow users who have the right to print as well as the software f print server installed on each client
