If you're wanting a new Windows XP installation disc, you'll probably have to contact Microsoft Customer Support and read them your installation key.

If you're wanting to try a new operating system for free, Ubuntu and Kubuntu (both of which are versions of Linux) are both extremely friendly to users who have never used Linux before.

There are many free operating systems. The one you want to use will depend on what kind of computer you have. If it's a slow speed, you might want to use Puppy Linux, it's about 89 mb. http://www.puppylinux.org/ They also have instructions. I hope you have a high speed Internet connection. If you don't, your local library might.

There's also Open Solaris by Sun: http://www.opensolaris.org/os/ I don't know what the system requirements are.

Ubuntu Linux is here: http://www.ubuntu.com/ or you can look for any linux system at http://www.linux.org

Hope this helps.

Yes there is. The web address is http://redhat.lsu.edu/dist/ They have all versions from 1.0 to 9. There are also other versions of Linux at http://redhat.lsu.edu/ that you might be interested in.

There's a temporary free Windows 7 you can download. It's available until August 20, 2009 and will expire June 1, 2010. It's located here: http://www.microsoft.com/windows/windows-7/get/download.aspx There are some requirements to download. So far this is the only legitimate download I can find.
