Access to recovery partition lost

Hello,
I have a IBM desktop Thinkcentre 8084, it has an recover partition, put i cant accsess the recover partition, I press F11 but it dont access.
The problem is starting when I do a restore system, when it finish and restart, it load the Windows but there is no icons and no taskbar just thebackground, I press the restart power button on my desktop case, power off, then power on, but the system didnt work, I bring a Windows CD and install it on other partition to restore my files.
Please help me how to access the recovery partition.

Hey there,

You will have to restore your system on the C: partition,

Just access the safe mode,

Press F8 when the computer starts, select the safe mode

Once you are logged in the safe mode,

Press Start, All Programs, Accessories, System Tools ----> System Restore Open it and then select a date
when your computer was running normally
then press next
Let the process to be done
Restart your machine normally
This will solve the problem

I can't safe mode the unit, and the recovery disc given to the bundled is useless.
