Hello,
I was battling the AntiVirusXP 2008 virus that was recently unleashed on my sister-in-laws' laptop, and while working on it the laptop rebooted and now i am getting the error message:

The application has failed to start because SHLWAPI.dll was not found, Re-installing the application may fix this problem.

Now this is coming up before i can even get to the logon screen. I can't even logon in safe mode. Please help, I do not know what else to do in order to get back into the computer.

also this is on Windows XP

Configuration: Windows Vista
Firefox 2.0.0.15

It is just a fake bitmap image to scare you enough to buy their fake antivirus software. The message is false and is just one of a number of fake messages they use. If you see the blue screen of death on your computer, it is just a screensaver designed to look like the bluescreen of death famous on Microsoft Windows system. I think bleepingcomputer.com has the instruction to remove it.

I just had this happen. I took the Window XP operating system CD and performed a reinstall repair. (Act like you are installing the vrsion fresh expect when you get to the screen to reformat and install just hit r instead to repair.)

Hope this helps.

Before running a Repair Install of XP, try locating a backup version of SHLWAPI.dll and copy it into the correct folder (system32). You may need to boot to the recovery console to accomplish this if you cannot boot into normal or safe mode. This could save you some time and headache. If you are running XP with SP3 you should be using version 6.00.2900.5512 or later!

Using recovery console i was able to replace the file, however it had no effect on the computer. I figured maybe the DLL wasn't registered so I even used the command line to regsrv but that didn't work either. I ended up wiping clean.

If you honestly knew anything about computers you would know better than to say that the error msg was a bitmap. Wow I think everyone on the forum is now dumber having listened to you(someone). Please F.O.A.D. *huggles*

There are many websites with manual instructions that tell you to unregiser shlwapi.dll and wininet.dll -- but aren't these system critical files?

How can one possibly unregister these?

DO NOT delete shlwapi.dll, you need that file. Don't trust yahoo answers either, some people easily give you wrong information. if you easily do searches for exe programs, you will find many results for what they mean and if they are safe. shlwapi.dll is a needed file!

Open a command prompt and enter SFC /SCANNOW
It will compare Windows System files and replace if it sees any that don't seem to be correct. It MAY require you to have a XP CD. Just ran this today on a laptop and both did not require the CD and did fix the issue.

Ha same problem here like everyone, but I'm not seeing any solution alternatives besides using the 'repair' install.
Just like everyone I followed (phony?) removal instructions to delete the shlwapi.dll and now the computer will not even boot. it tries to boot in safe mode and every process crashes saying missing shlwapi.dll. and once it fails on every process it automatically reboots. I'm thinking I have no choice but to find an install cd.
