Download sites blocked by IP Service provider

Hello,

My local IP service provider block so many sites for its monoply. Is there any way some body can help me out or provide me any bypass IP address to bypass my local IP. I cann't download simple application such as skype Voip.
Help me.

If your network administrator blocked the download access to certain site you won't be able to do anything to bypass this!
