Mobile sim to pc communication problem soluti

Hello,
I am requesting with most respectfully to you that how it can be possible to communicate between pc to mobile sim. without using mobile we have to send message from pc through mobile sim. what hardware are required to implement this functionality. please help me by giving details information and also give me a sample code in vb or java to send a message from pc through mobile sim as early as possible.
