I can't do system restore from safe mode

Hello,
When in normal mode, I am unable to do anything due to a blue screen that continuously comes up everytime I restart my computer. I tried working in safe mode to do a system restore, but it says I need to go to normal mode to enable system restore. Obviously I can not do this since I can't do anything in normal mode. I belive it is due to an anti-spy ware program that I tried installing that is supposed to start up everytime the computer starts. I would just like to get rid of the program and the blue screen obviously. Any suggestions?
