Ie7 weirdness

Hello,

I need help figuring out a strange problem on my computer. The program ie7 won't connect to the internet MOST of the time.

Things I know:

1. I know my network is connected to the internet because my other two computers have no problem and cmd.exe, "ping www.google.com" gets responses every time.

2. About once every 5 or 6 times I try it ie7 will open and run properly.

3. When it does not work ie7 opens but task manager reports zero communication to the internet.

4. If I open a saved webpage and navigate away from it this will work about 90% of the time.

I'm kind of baffled. Nothing was changed on the computer and I have done MULTIPLE sweeps with AVG & Avast.
Can anyone help?

p.s. Don't worry about dumbing it down, I'm A+ and Net+ certified.
