Slow gprs signal only 53.6 kbps max

Hello,
I am trying to use my skype phone ,but the speed of my gprs is only 53.6kbps max and normally slower than this can you give me a free solution to speed this up, my isp is movistar Spain.

Configuration: Windows XP
Safari 530.5

Dear Sir,

You will have to contact movistar network for this issue, if you have a 3g phone this is the maximum connection speed you can have or else you will have to upgrade!!
