PC not Booting, problem with 4-pin?

Hello,
My P4 intel computer doesnt boot. CPU fan tries to turn but stops. Nothing works, but front panel power light and motherboard lights are on. When I remove the 12v 4-pin from the board, the CPU fan runs, but system doesnt boot and no beeps.
I have changed the power supply, but no result. I have changed memory, nothing. Is the board dead? Help pls.
