Desktop Icons Do Not Work And Cookies Issue

Hello,

I have encountered an interesting issue. I had a problem with icons disappearing. I was able to get them reappear after re-installing Internet Explorer. I now have IE 7.

Now with my computer, I have two more problems that stump me.

First, when I click on icons, or try to run any program through any source or means in regular mode, the hourglass comes on for a short period of time and then goes away. The program does not start or run. While operating in safe mode I am able to make programs run.

I am however in normal mode able to call up IE 7. However, when I attempt to enter passwords and the like to access my e-mail and other sites, the information is not accepted. I tried tweaking the cookies various ways (including allowing all cookies) but no luck.

I have had virus problems and was fortunate to get my computer back this far but can't seem to get much further. Any help would be much appreciated. Thanks.
