Can't install java

Hello, installing Java fails because "error 25099". Solution for this error provided on Java help page does not work. Any idea of how to solve the problem? I have windows XP with Service Pack 3 andinternet explorer 6.
Can this error occur because of XP SP3, should I uninstall it?

Have the same problem meaning Java won't install. Still not fixed. Here what I have done. Uninstalled all Java, uninstalled jqs (java quick start) by doing registry deletes), booted, rebooted multiple times and attempted to reinstall multiple times. Suspicion....since Java 14 worked, I have SP3 also, I can only throw hands in air and yell....HELP. Hope this gives others helping you a leg up. If I get it solved will let you know. If someone else does please post...have burned 6 hours on this thus far....(Windows Xp's shakey nature may be the problem).
