Laptop has ip address 169.254.33.16

Hello,
my daughter has an ip address od 169.254.33.16 have WRT54G2 route and the computer runs on vista i have tried tried changing the ip but it changes it self back to this. our home network can be seen but no internet access plaese help daughter need it to do here college work

This is what my route has but the computer has 169.254.33.16
MAC Address: 00:22:6B:69:A2:5F
IP Address: 192.168.0.1
Subnet Mask: 255.255.255.0
DHCP Server: Enable
Start IP Address: 192.168.0.100
End IP Address: 192.168.0.149

have tried to both auto ip address and input my own the computer still reset back to that ip address
need to fix for my daughter to do her school work
