Cannot get icons to stay in the task bar

Hello,
We ahd a power outage and my competer was on. When I started it back up all the icons next to my Start tab are gone and I cannot drag them back down again. Even when I open a program the task bar at the bottom will not show open windows. Can you give me some help

All you have to do to fix this problem is to do a system restore:

Click start, All Programs, Accessories, System Tools
Select System Restore,
Choose a date when your pc was working fine... then click next!
Let the process to be done then restart your machine!
