ESTABLISHING NETWORK CONNECTION TO SERVER!!!

Hello,
why cant i load into cs when i try to. it will say " ESTABLISHING NETWORK CONNECTION TO SERVER" and will only load up to 3 bars. This issue is realy pissing me off, it only started when i buyed my cs account, because b4 i was using mates account, now when i do log into my mates account it has the same problem.

Can some one please help me with this issue... I dont go on this site much, this the first time i haved. So if you no how to fix this problem can u please add me at komi_inc@hotmail.com
