Personal antivirus is blocking my access

Hello,
a software or something called Personal Antivirus has recnetly got into my PC and is blocking my access to other web sites saying it is blocked for security reasons. besides it says that my PC is infected with Trojans & worms. i tried but cound not remove/uninstall it. please show/tell me the way to do away with it.

Dear,
This kind of problem often came when you click on a free scan to speed up your personal computer they only scan you computer but could not speedup your PC.There's only way that you uninstall your window and install it again.Please never again click any software which ask you to speed up your PC or free virus scan.Take care 00923009480847+00923316500516
