How to run 16 bit application on XP 64 bit

Hello,
I'm trying to run a 16 bit application (3M Post-It Notes) on my 64 bit XP machine. Please note that it runs fine on my XP 32 bit machine so it's not the XP, per se, that is the problem.
Is there any mode or emulator that I can use to do this?
