Downloading flash with security setting

Hello,
I came across this problem when i tryed to open youtube, this is the message i get when i try to open youtube.
<Hello, you either have JavaScript turned off or an old version of Adobe's Flash Player. Get the latest Flash player>. so i tryed downloading the flash but it gave me this message.
< Important Message: You may need to click the gold bar at the top of the browser window to allow the install>
unfortunetly i didn get any bar on my computer, it has all to do with my security settings which i have no control of........plzzzz tell a way to download the with security settings on so i can watch youtube.
unfortunetly i cannot open my admin code in my computer.
Ill b really greatfullll.
