Internet explorer cannot display webpage

Hello,
I have tried every thing that was that suggested by copycat and others, cleeared out cookies and browsing history, unclicked automatically detect settings, yet nothing happened. I could not just log into my university's online teaching modules.

Are there other ways that I can resolve this challenge?

I am using Windows Vista IE 8.0
