I can't download ituns

Hello, can anyone tell me how can I install ituns. every time i try to install it doesn't and it says: "the system administrator has set policies to prevent this installation." please if anyone can help!!!!!! thanks!!!!

What if you are signed on as the administrater and it still gives you the same message
