Dell Desktop

I have had a dell desktop computer for almost three years and when I turn it on it asks for a DISK and it says i must get this disk and I must press "R" when it goes to the setup. I don't have a disk and I have displaced it I think. I would like to know what disk I need and if I call Dell can they fix it without the disk?

I have a dell flat panel computer monitor. It has my regular desktop screen up then to the right there are a group of vertical colore lines that won't go away. Could you give me an idea of why that is happening.
