Restore laptop back to factory settings

Hello,
I have a Dell Inspiron 1000 laptop and I am trying to restore it back to factory settings. I don't have the disk that comes with it. I have been doing the "ctrl" + f11 thing but it keeps bring up the window that has Safe Mode and all that stuff. I'm not sure what I'm doing wrong.

Configuration: Windows XP Internet Explorer 7.0

Hello,
You can try to restore your system to an earlier date using system restore on safe mode!
