How to allocate a bandwidth in shared network

Hello,
We have a shared wifi network
how do i allocate bandwidth to all the users so that if one strts downloading the others dont get affected by slow network speed
my wifi is 2mbps and abt 5 ppl share it

Configuration: Windows XP / Windows 7
Firefox 3.0.10

About the slow speed... the pcs should be placed not too far from the wireless router!
