My Web Search Missing in add remove program

Hello,
For the last few days I have been getting this message at start up c:\progra-2\mywebs-\bar\2.bin\m3plugin.dll. I was doing all the advise everybody has been giving me but I can not find the file in my add remove program. It is no where in my explorer as well. It keeps coming up at startup as missing error. Can you help.I also tried a system restore that did nothing. A computer scan and virus scan. Nothing helped. I don't want to have to restore the whole system over this I don't think I need to.
