Hi,
this is a virus.
try this link to download the MalwareBytes AntiMalware to remove the software.
rename the main executable file if the virus prevents you to install it.

I just got rid of it from my HP laptop. Suddenly i had the 'blue sceen of death'. i rebooted the computer in safe mode to see what was happening. I had the blue screen again and i thought i am finished if the safe more is not working. Then, i rebooted the computer in normal mode. The system booted fully but i could see that winbluesoft had installed intelf and was telling me purchase the software for $50. i closed all open bluesoft windows- the scan window, the purchase notification window, the side pop ups etc. i tried disabling the software and couldnt. i tried accessing system restore and failed. I tried running 'rstrui.exe' in cmd prompt and failed to open it. i had to shut down the computer again. I had some windows updates already downloaded that had to be installed when shutting down. It installed 9 updates and shut down. then i re-booted in safe mode. Fortunately, it started in safe mode. YAY!!
i uninstalled winblue soft from the add-remove programs of control settings, restored the computer to a restore point just before the computer crahsed and rebooted. i was done and all was well.

Then, i upgraded my Norton Internet Security to Norton 360 .:) somehow i tend to think this was Norton's doing to make me buy the extension/upgrade. maybe and maybe not. This has never happened to me before Norton subscription expired. And then, this.
