Whenever a music file has been compressed down to 64 kb, it is certain that part of the volatile sound system which cannot be compressed has been lost. However when you convert your 64 kbps mp3 to 128 kbps, your file will only double in terms of size and there will be no real change in the sound quality. The best of it is that your sound quality may even deteriorate as it is once again losing its pragmatism.
Hence, I will strongly suggest you to avoid any MP3 conversion as the only result will be a very poor quality of the file.
It is recommended that you leave your mp3 without any further modification. The only way to get a sound resolution with your mp3 is to rip your music from an audio CD and to convert into mp3 with a higher resolution.
