Was PGP (Pretty Good Privacy) program was considered as a weapon or munitions and was it illegal for export.

Reality


In fact PGP (Pretty Good Privacy) program was considered as a weapon in the United States.
In the early 1990, any cryptosystem using keys larger than 40 bits was considered as munitions within the definition of the US export regulations and the RSA algorithm used by PGP make use of keys of 128bits or greater.When finally PGP found a way out of the US, it s inventor Phil Zimmerman was subjected a criminal investigations for munitions export without license. Several years later the inquiry investigation was closed without any criminal charges against him.

While exporting the software was still considered illegal, the whole source code of PGP was published and under this format was distributed over the world where anyone could scan the code and compile it into an application with a GNU compiler.
