Download your preferred theme.. then
>System
> Pref
> Appearance
> Theme
> install

or if you are used to use command (if the theme is downloaded to your desktop) just try:

sudo cp -r $HOME/Desktop/themename /usr/share/themes

:p

I just created a blog entry on my site with step by step instructions on how to install themes in Ubuntu along with a cool Ubuntu theme that I use. You can find the blog here http://krashr.com/2009/07/cool-ubuntu-theme/

Basically you can just drag and drop the tar.gz file in the theme window to install it or you can hit the install button and open the tar.gz file that way. Anyway this is the theme i use http://krashr.com/wp-content/uploads/2009/07/Appearance.png

let me know if you have any more questions about installing themes or Ubuntu questions in general.
