taskmgr.exe (taskmgr stands for Task Manager) is the Task Manager for Windows itself. It is always launched when you want to see which processes are running in the background.
The process taskmgr is not in any way a virus, a worm, a Trojan horse, spyware, or adware.
It is a process which can be terminated.
